После поднятия IPsec VPN туннеля  указывается неверное время переподключения. На час вперед.

Это время следующего пересогласования.

Настраивается при создании туннеля, по умолчанию настройка 1 час.

Да, все именно так как описал @r13. Это время следующего пересогласования фаз.
